Ok, actually, according to
http://www.fifi.org/doc/debconf-doc/tutorial.html it seems like the
options for $1 are "configure" and "reconfigure" so in your case it is
quite ok to do all actions in both cases. I've myself run into 
surprises somehow if I've not conditioned..
