It is only appropriate to override this if upstream refuses to sign
their tarballs. In that case you should include a comment with a link
to where they have stated that.

It is only appropriate to override this if upstream refuses to add an
upstream NEWS file or ChangeLog and doesn't have a VCS that could be
turned into a changelog. In that case you should include a comment
with a link to where they have refused to add those things.
