Package embedding javascript library which is not available in Debian

Hi there,

I am currently packaging version 13.0 of the package nzbget, which introduces
new dependencies for its web-interface. While most of the javascript libraries
are already available as packages for Debian, the "elycharts" library [1]
isn't. The upstream tarball includes the minified and non-minified js file.

Since I already repack the upstream tarball to remove jquery, raphael and
twitter-bootstrap, would it be acceptable to:

- Remove minified elycharts.min.js from tarball
- Use uglifyjs during package build to minify elycharts.js

There is (as far as I can see) only one other package in Debian that uses
elycharts, ocsinventory-server [2], and they use an older snapshot of the
library, so I do not know if providing a separate package would be useful.

Would I need to inform the security team about the code copy as well?

Thanks for your help!

Regards,
  Andreas
