by fixing the file debian/debtags.install with the proper path.

by adding the file debian/debtags.maintscript with:
mv_conffile /etc/apt.conf.d/80debtags /etc/apt/apt.conf.d/80debtags 1.12-1~

and for the package you can clone the current debtag package from
anonscm, I will commit these changes once decided the proper way to
solve the:
