I am looking for a sponsor for my initial package of Scantailor 0.9.11.1 for Debian.

I've uploaded it to mentors:

You can maintain this information in separate paragraphs if you wish
but usually separate paragraphs are used when the license is
different. You can join GPL-3 paragraphs and list all copyright owners
together like we often do for debian/* contributors where we rarely
track who touched a particular file.

For much larger packages it might save you time to update copyrights
whenever you package new upstream version.

Also I have doubts regarding validity of copyright statement for

    "Vadim Kuznetsov ()DikBSD <dikbsd@gmail.com>"

due to lack of copyright year(s). Can you please confirm with upstream
eventually?

It is a bit strange that you moved one copyright statement to comments
as well... Why? If this copyright statement is valid (and perhaps we
have no reasons to doubt that) then it belong to copyright section. If
that makes sense to you please consider correcting when convenient.
