Please publish it as a source package somewhere (preferably on
mentors.debian.net).
I have uploaded a package to mentors.debian.net, but I have had no
response from the system and the package has not appeared in my list of
packages yet.
Also, you don't seem to have fixed all lintian
warnings (I didn't try lintian, I'm looking at the source files).
The warnings and errors are:
W: dhrystone: new-package-should-close-itp-bug
W: dhrystone: description-synopsis-starts-with-article
E: dhrystone: section-is-dh_make-template
W: dhrystone: binary-without-manpage usr/bin/dhry
I have created a bug and modified the changelog to reference it. How
should I write the description synopsis? What section of what is a dh_make
template? I don't have a manpage for dhry.
Also, did you read your README.source?

Also, the licensing is questionable.
I can't find contact details for the author. But gcc's test suite includes
it, so the FSF feels it's compatible with the GPL:
