Fair enough. (Although I'd rather touch the generated files in 
debian/rules than patch upstream makefile.)

dpkg-source is supposed to set the same mtime on all patched files, so 
this shouldn't be a problem.

I see the following warnings in the build log:

I see that upstream does maintain a changelog on the project's website. 
You could ask him to include it in the future tarballs.
