The package creator does get notice of their package being removed,
which encourages them to do an update and put in a bit more effort to
find a sponsor or review.

Sponsoring will always take a long time, as there will always be more
free software available outside Debian and people willing to package
it than Debian members willing to put in the effort needed to review
it.
