NEW is not managed by the release team and I remember that new
packages were accepted into unstable and experimental during the
squeeze freeze, but obviously not into squeeze itself.

For the last few freezes, the release team accepted packages uploaded
to unstable before the freeze into testing. No idea if they will do
that again, but I imagine they will.

I would expect a final d-d-a mail when the freeze date is decided.
Watching the #debian-release I've seen such an mail being mentioned.
