The last changelog entry (the one parsed upon upload) does not contain
the "Closes: #635672".

The only part that was parsed was the latest entry [1]:

Changes:
 libswe (1.77.00.0004-1) unstable; urgency=low
 .
   * New upstream release
   * move files to $(pkgdatadir)/ephe/
   * upgrade to Standards-Version: 3.9.2
----
