2) when you need to patch one of those files (it was required in a previous version of the package).
dpkg-source is supposed to set the same mtime on all patched files, so this shouldn't be a problem.
The fact is that not all the prerequisites are used to build the target, so you may need to patch compile.c and this patch does not affect peg.peg-c or leg.c.
