Hi!
I am not DD/DM, but probably, IMO, you can change the debian/rules. See http://www.debian.org/doc/manuals/maint-guide/dreq.en.html 4.4.2 "Default rules file".
You can change the file to something like
%:
dh $@
and include some extra files, like policyd-weight.manpages,...
Is only a comment.
