All in all, that's probably too big for an NMU (it changes the python
build system, and adds a package). But it could be done as a team
upload, by a team member.
If you are building with dh_python2, you should probably have a
versioned build-depends on python-all (and python3-all for dh_python3).
Please don't use ${python:Provides} unless you know that you need it.
(Almost nobody does).
The loop in debian/rules doesn't check for errors. Loops like that
should start with "set -e;"
