You would need to look at the final result ...

The "#DEBHELPER#" is there for a reason: it's for debhelper to put useful code
in there. And that precisely will be this if [ -x "/etc/init.d/jailkit" ]; then
... fi bit. Just use

#!/bin/sh

set -e

if ! grep /usr/sbin/jk_chrootsh /etc/shells >/dev/null; then \
	echo "/usr/sbin/jk_chrootsh" >> /etc/shells ;\
fi

#DEBHELPER#

and you should be fine. Same for your other file.
