Then please write a test suite, so that it can be run at build time.
There is a test suite, but it requires mounting a (FUSE) file system,
which breaks at least on the Ubuntu build servers. Can the debian build
daemons handle that?

How/why it breaks?

If it's because root access is required (as Adam suggested), you could probably still run tests under user-mode-linux. (user-mode-linux is available only on i386 and amd64, but it's still better than nothing.)
