I don't use that tool (I use Emacs's mode for Debian changelogs), but
the ‘debchange(1)’ manpage says the ‘--newversion’ option requires that
you specify the complete version string, including the Debian release
portion.

Alternatively, you can simply edit the ‘debian/changelog’ file with a
text editor; preferably one that understands the format and can assist
you, but otherwise just do it all manually.
