I mean that active use of binary-indep by itself alone for building
packages for Debian archive.  I only see it used when we build both
binary-indep and binary-arch packages.  buildd only uses binary-arch =
dpkg-buildpackage -B.

Yes we do.

This is nothing related to new dh syntax.. old dh_* listings.
