I don't particularly care whether they're generated on the fly or not,
but in many cases, distributing the svg with (some set) of pngs is the
way to go, as icons often need to be in rather weird sizes.

Finally, inkscape just happens to be a convenient svg->png converter;
feel free to substitute whatever you feel is appropriate.
