"New upstream release" and "New maintainer" isn't enough. * The Debian diff is huge due to the patch to remove mod_gsoap for Apache 1.3. Otherwise I think you should consider repacking the upstream tarball without it. * Ignore the warning about misc:Depends being unknown.
