Yes and no. They are not source, but shipping them is perfectly fine as
long as you also ship the .po files. If you don't modify the .po files,
you can use the existing .mo files for the binary package(s).

Yes, as they are the source for the .mo files.

Yes. And try to convince upstream to ship the .po files in their
