Packages should definitely not enforce building with ccache.

The right way to enable usage of ccache is to set
PATH=/usr/lib/ccache:$PATH in your environment.

If you use pbuilder to build your packages, add this to your ~/.pbuilderrc:

export CCACHE_DIR="/var/cache/pbuilder/ccache"
export PATH="/usr/lib/ccache:${PATH}"
