The canonical reference for ioctl is

[registration required].

That does not cover SIOCGIFCONF and SIOGIFADDR, as those appear to be 
extensions, perhaps Solaris-specific.

For Linux, the best documentation is probably man 2 ioctl, man 2 ioctl_list, 
and the glibc and/or kernel source.  For the other Debian libcs/kernels, I 
do not know.
