Well, libdebug is sort of special case, since I expect it to be utilized in 
one's local code only while chasing bugs and troubles, and I don't expect it 
to be involved in any huge package transitions (currently no package build-
depends on it, and I doubt any would do in the future), hence no burden is 
placed onto the release team when SONAME bump occurs.
