It depends if you want to package/maintain it or just want to request that somebody
else to packages it.
If you want to package+maintain, then you need to report an ITP [0] bug against 'wnpp',
otherwise you need to report a RFP [1].
You might found useful this page [2], and these [3][4][5] if you want to create the debian
package by yourself.

You just need a sponsor to upload the package to the archives.

No, you don't need to become a "Debian Maintainer" to maintain packages.
