An Ubuntu package might pass Debian Policy but I don't see that the
chances of an OpenSuse package passing muster are any higher than
random .debs that appear on random upstream websites.

Unless the package was created by a DD for Ubuntu, I'd start fresh and
get it right from the start instead of wasting time with someone else's
mistakes.
