Need to debianize again?

Hi All

I'm trying to work with a package that was already debianized before. But nothing more than that.
So, I'm feeling stuck right on the first step.
I don't know if I have to run dh_make again, and insert my name as maintainer,
or run dh_make with the name of the first person that debianized before.
Or use any file that was genereted by the first debianization.
Inside the tarball is no file called debian. The structure of the tarball is:
aclocal.m4        ChangeLog     data        Makefile.am  mkinstalldirs  README
AUTHORS           configure     INSTALL     Makefile.in  NEWS           src
configure.ac  install-sh  man          po             TODO
COPYING       m4          missing      py-compile

Btw...there is a trunk version of this package, and inside that is a debian file with the following structure:

changelog  compat  control  copyright  docs  manpages  rules

If anyone could help me with this first step, I'll be very greatfull.

Thanx a lot
