Just a footnote to that - make sure the upload is not disruptive before targeting unstable. Any upload involving library transitions, SONAME changes or a "non-leaf" package should go into experimental (i.e. almost anything with reverse-dependencies). If in doubt, upload to experimental. The problem is that if you upload something to unstable that has reverse-dependencies, even if you are happy for it to sit in unstable until after the release, if someone else then has to build another package that happens to depend on yours to fix an RC bug, the new package can easily pick up a versioned dependency on the version of your package in unstable, preventing migration of the other package.
