As there doesn't seem to be a better solution, I made a package which
installs Mozvoikko in
/usr/share/mozilla/extensions/{iceweasel_id}/{mozvoikko-id}. Now my
package works only with Iceweasel 3 (and it doesn't depend on any
other Mozilla products), but other Mozilla programs which could use
Mozvoikko won't be in the archive soon. When these programs will be
uploaded in the archive, I think it is possible to modify my package
so that it adds symlink from e.g.
/usr/share/mozilla/extensions/{other_mozilla_product}/{mozvoikko_id}
to /usr/share/mozilla/extensions/{iceweasel_id}/{mozvoikko_id}.

Fedora packager made a similar package and his package is now
accepted: https://bugzilla.redhat.com/show_bug.cgi?id=448215 and
http://vpv.fedorapeople.org/packages/mozvoikko/
