The package synopsis should be an appositive clause as described in
<URL:http://www.debian.org/doc/developers-reference/ch-best-pkging-practices#s-bpp-pkg-synopsis>.
Essentially this means the synopsis should make sense when inserted
into the template "<packagename> is {the,a,an} <synopsis>".
A possible improved synopsis might be:
reporter of changes in list of available packages from repositories
Other improvements are certainly possible.
