It could be if you put it in debian/copyright, preferably as a
temporary solution. You could prepare the necessary changes and send
them upstream (in form he prefers) so they can be included in the next
upstream release.

Try setting the wanted permissions right after dh_fixperms invocation.
Or see the -X option for dh_fixperms.

Thank you for your work so far.

Finally, please make the source package available somewhere. I had to
search the list archives to find the location for the last package and
it appears it is still not updated. http://mentors.debian.net is often
used these days (and gives you some "uploading" experience).
