Easy:
First You have to join to pkg-perl alioth group:
- http://alioth.debian.org/projects/pkg-perl/ - create account on
alioth, ask one of admins to add your login to group)
then you use svn-buildpackage to upload packages
(http://pkg-perl.alioth.debian.org/subversion.html)
