Damn, for me dpkg -c libmeep-mpi-dev_0.10-1_all.deb
drwxr-xr-x root/root 0 2006-11-19 18:36 ./
drwxr-xr-x root/root 0 2006-11-19 18:36 ./usr/
drwxr-xr-x root/root 0 2006-11-19 18:36 ./usr/share/
drwxr-xr-x root/root 0 2006-11-19 18:36 ./usr/share/doc/
drwxr-xr-x root/root 0 2006-11-19 18:36 ./usr/share/doc/libmeep-mpi-dev/
-rw-r--r-- root/root 1425 2006-11-19 17:48
./usr/share/doc/libmeep-mpi-dev/copyright
-rw-r--r-- root/root 174 2006-11-19 17:48
./usr/share/doc/libmeep-mpi-dev/changelog.Debian.gz
and the same for libmeep-dev_0.10-1_all.deb and I don't see why.

I also posted an RFS on debian.devel.mentors for it. The thread is here
http://thread.gmane.org/gmane.linux.debian.devel.mentors/21708/focus=21708
I also have one on libctl
http://thread.gmane.org/gmane.linux.debian.devel.mentors/21717/focus=21717
I updated those packages also according to your current comments.

That's from dpatch. I corrected but maybe we should fill a bug report for that.

Well, it work like this so I prefer to not change it.
Thanks for your report.
The corrected packages can be found there:
