I'm sorry, I don't quite understand what project you'd like to take up.

But this is probably the best way to go about it: Debian is quite large
and has lots of specialised mailinglists (and IRC channels), on
lists.debian.org and alioth.debian.org. Try to find out if there's
already a list or group that's related to the project of your liking.
Contact them describing your project, and try to find someone there that
has knowledge about the area and is willing to assist you.

If you can't find out where to go, we can help you here to look for a
group that might be fit, but then please provide some details about the
project you're interested in.
