Sirc is written in perl an has the ability to load user-made perl-code
to add hooks and commands.

For example, I wrote an add-on, which will use festival to speak the
discussions on a channel. That's very handy for me, as I'm blind, and
not quick enough with braille to follow an irc discussion. (I intend to
publish that as separate package, as sonn, as I have cleaned up the code
a bit.)
