I don't know of any problem with udev. Where from do you gather that
there is any problem with udev?

It was suggested to provide a way to say: I don't recommend to use X
with a version lower than y.z.  Currently, you can _conflict_ with X
(<y.z), but you can't say "Recommends: !X (<y.z)" to recommend not using
X with a version lower than y.z.
Hmm, that explanation doesn't look too good, but I hope you still
understand it.
