You should contact the author(s) of the program and ask them to clarify
this by placing the program under an actual license.  Without a definite
license, the program is not distributable.

If the authors want to license the program under the GNU GPL, then they
should follow the instructions at the end of the GPL for "How to Apply
These Terms to Your New Programs":
