Nothing. Every file under /etc is automatically marked as conffile. See last
paragraph of dh_installdeb(1)

There's no such thing as confdir - only "ordinary" directories containing
conffiles.

You probably need etc/yum.d in .dirs, unless `make install' or something else
creates it for you.
