In case you've missed it, there's a bug in the BTS about it (332323). It would
be nice to share your achievments in 2.3.0 packaging with icecast2 maintainer.
Just hope there are no drastic changes from 2.2.0.

whatever upstream says. read the README or ./configure --help).

Looking at icecast2-2.2.0, it appears to already has theora support:
$ldd /usr/bin/icecast2 | grep theora
libtheora.so.0 => /usr/lib/libtheora.so.0 (0xb7da7000)
