Well, please take the buildscript from
http://experimental.ftbfs.de/fetch.php?&pkg=base-installer&ver=1.16&arch=mipsel&stamp=1107195943&file=log&as=raw,
sign the changes file therein within mutt (from sarge) as inline, and
take a look whether the changes file is really plain, or encoded in some
way - or write a patch to buildd-mail that allows it to work with
encoded changes-files correctly. :)

Somewhere in that chain, the problem exists. The changes is definitly ok
when I'm done with editing it.
