so the problem might be that I use HTTP in my watch line?

The strange thing is that the watch file works on my local machine 
without problems.
If I look at the error message from Debian Health it also shows me some 
FTP link which I never used.

uscan3.pl warning: In watchfile /debian/watch, reading FTP directory
  ftp://ftp2.sf.net/pub/sourceforge/l/ld/ldap-account-manager/ failed:

I will file a bug at the Alioth project. Maybe this will make things 
clearer.
