Yeah, at least I think so.  <grin>  The original message in the thread
(http://lists.debian.org/debian-mentors/2004/12/msg00407.html) started "We
would like to know which files are absolutely necessary for creating .deb
package".  I took "absolutely necessary" to mean "the bare minimum
required".  The OP hasn't reappeared here, so there's been no clarification
on the point.

No idea.  That still feels like an incredibly weird requirement to me, BTW. 
What's wrong with GNU ar, considering that we use everything else GNU...
