As other posters pointed out, wine-dev will not be installed
automatically (even though it Replaces: libwine-dev). You can ask to
install it manually.
If you want wine-dev to be installed automatically on upgrade from
libwine-dev, you should make libwine-dev into an empty (dummy)
transition package that depends on wine-dev.
