I don't know, but I don't think so. How can I find out? As I said, I
usually use a de_DE@euro locale, and this was also the case when I
created the key, and when I added the frank@debian.org UID.
And gpg displays it correctly in a non-utf-8 rxvt, while the lines in
the changes files are messed up (this is all on woody+backports):
$ gpg --list-keys '<frank@debian.org>'
pub 1024D/2252FA1A 2003-04-30 Frank Küster <frank@debian.org>
uid Frank Küster <frank@kuesterei.ch>
