It does.

The problem is that dlopen()ed stuffed is not linked and therefore not
pulled in by static linking. - If you link static against glibc 2.2
and execute the program on a system using glibc 2.3 the NSS/iconv
modules from the new version are used which might be incompatible.

The comment at the top of the mail is too broad, static linking
against chosen libraries whih don't use dlopen works.
