If there are no unusual circumstances up to two weeks. It might take
longer if there is a backlog of to-be-processed packages (we had one
recently because of a kernel security bug, that took away time) or if
the package requires more than the usual attention.

There is nothing to monitor. The package sits in queue/NEW until it is
processed. (If you were a dd you could ssh to merkel.debian.org and do
ls -l /org/ftp.debian.org/queue/new/phpldapadmin*
to verify it sits in the queue, but that is not helpful.) If there are
questions you will be contacted per mail, if the package is accepted
you will receive an automatically generated mail.

*Afaik* there is no "timer". This is not a FIFO, the packages are
processed /roughly/ in chronological order.
