I got from the .changes:
Maintainer: Juuso Tähkäpää <jupet@mbnet.fi>
Changed-By: Juuso Tähkäpää <jupet@mbnet.fi>

which is the cause. You should write your name in debian/control at
'Maintainer:' in UTF-8 too for the Debian archive scripts to recognise
this is the same person (and thus recognise it as a maintainer upload,
rather than a Non-Maintainer Upload aka NMU).

Historically, only plain ASCII (that is excluding the a with <how do you
call that in finnish?>) is allowed in debian/control, but if you're
going to violate that (unwritten) rule (which is quite common and an
understandable wish) you should use UTF-8.
