New Maintainers' Guide gives you a hint in chapter 2 section 1:
Choose your program[1].
However package created by running procedure described in NMG could be
a good done package, it cannot be guaranteed. If you want your package to be
added to Debian repository you should read at least two other documentations:
- Debian Policy Manual[2];
- Debian Developer's Reference[3].
The last one provides information about creating new packages in chapter 5
section 1: New packages[4]. ITP bug is described here.
