If it is orphaned the package is fair game, you do not need the former
maintainer to sponsor you, any willing DD will do. You start by
checking that you are able to deal with the package[1] and then change
title of the bugreport (#196473) from "O: ..." to "ITA: ..." stating
your intent to adopt the package. Then you prepare a improved package
and search a sponsor (on this list).

There aren't any special directions for getting software written by
you into the archive. If it meets the DFSG[2] and people (including at
least one DD willing to sponsor it) think it is useful it can be
accepted. The formalities (wnpp) are described in the developers
reference chapter 5.
