No new information has been sent to the bug since the original report,
and the title still says "O:", so I'd say it is orphaned.

Send a message to control@debian.org, containing something like:
retitle 174700 ITA: mathwar -- A flash card game designed to teach maths.
See <http://www.debian.org/Bugs/server-control> for more info on how to
use control@bugs.debian.org.

Fix the outstanding bugs (if any), update the package to the latest
upstream version, upload the package with yourself as maintainer
(closing the bug in the process).

See, for example, <http://www.debian.org/devel/wnpp/>, especially the
information at the end.

Hope this helps!
