This is provided by the reportbug command.

It's also possible to report bugs using the old bug command, or just
by sending properly formatted email to the bug submission address.
(I've done this to report reportbug bugs.)  Or the user could have
deleted the information before sending.

The user could run reportbug and change the to address to the bug
number, or you could ask the appropriate questions and have the user
send them to the bug.
